Are TESOL, TEFL, CELTA and other certificates recognized by the Taiwan’s government?

The Taiwan government requires all public schools and registered private schools to employ teachers with a state teaching license (US), QTS (UK), SACE (South Africa), any government registered certificate, or at least substitute teaching certification. If you don't have one of those documents, then you are only eligible to teach at language institutes and centers. TEFL, TESOL, CELT, an education degree or certificate, or student teaching report are not recognized by the government if you want to teach in public schools.
